GLOUSTER – The Winter Crisis Program at Hocking Athens Perry Community Action (HAPCAP) began November 1, 2021 and will end this month. Residents of Hocking, Athens and Perry counties can book an appointment by calling (740) 868-1908.
This program is designed to help households facing an emergency to maintain and/or restore electricity or gas service. This program also provides bulk fuel (propane, wood, coal, fuel oil, kerosene) to eligible households. An emergency is defined as having a disconnection notice on your electricity or natural gas, or having less than 25% (tank) supply of bulk fuel such as propane, fuel oil, coal or kerosene , or less than 10 days supply of firewood. This assistance is only available once per heating season (November to March).
All utility assistance appointments will be by telephone. People who need help are asked to be sure to provide a reliable phone number that can be answered at the time of their appointment. A list of required documents and instructions on how to submit the required documents will be provided during the telephone interview. • The provision of assistance to public services is distinct from the supplementary provision. Households can receive the maximum utility benefit for their primary and secondary heating source and still receive an additional benefit (i.e. heating unit repair).
• Regulated utilities up to $175.00 (AEP, Columbia Gas)
• Unregulated utilities up to $750.00 (South Central Power, Glouster Electric, etc.)
• Bulk fuels up to $900 for a one-time fill (propane, heating oil, etc.)
• Firewood up to $550.00
• Furnace repair up to $500
Call 740-868-1908 and make an appointment. We can only book appointments 28 days in advance, so please call the next day if all appointments are full. This phone line is open 24 hours a day, 7 days a week.

HAPCAP will be offering a limited number of socially distanced in-person appointments for those in need.
Wearing a mask is compulsory for anyone entering the building. We have masks available if needed for your appointment.
